Die Preisträger des European Tax Awards 2020 werden dieses Jahr wegen der Coronavirus-Epidemie am 21. Mai online verkündet.</strong><strong> </strong></p>
<p>Seit 2005 können sich die europäischen Steuerberaterfirmen jährlich beim Wettbewerb der bekanntesten internationalen Steuerfachzeitschrift, dem International Tax Review (ITR), messen.</p>
<h5><strong>WTS Klient Ungarn hat Chancen auf zwei Titel</strong></h5>
<p>Am 23. April veröffentlichte die Steuerfachzeitschrift ITR <a href="https://www.internationaltaxreview.com/article/b1l9w76jp6q5n6/european-tax-awards-2020-shortlists-announced">auf ihrer Webseite</a> die Liste der erfolgreichsten und auch fachlich eine hervorragende Arbeit verrichtenden europäischen Steuerberaterfirmen des vergangenen Jahres, unter anderem gegliedert in Länder und Fachgebiete. Auf der Shortlist steht WTS Klient Ungarn an zwei Stellen, in den Kategorien <strong>Ungarische Steuerberaterfirma des Jahres</strong> (Hungary Tax Firm of the Year) und <strong>Ungarische Transferpreisberaterfirma des Jahres </strong>(Hungary Transfer Pricing Firm of the Year) unter den fünf Besten.</p>
<h5><strong>Mitglieder von WTS Global im Finale des European Tax Awards 2020</strong></h5>
<p>Die <strong>WTS Global</strong>, die den Titel „Beste Beraterfirma für indirekte Steuern des Jahres“ in den vergangenen Jahren <a href="https://wtsklient.hu/de/2019/05/21/beste-beraterfirma-fuer-indirekte-steuern-2019/">reihenweise gewonnen hatte</a> und deren ausschließlicher ungarischer Vertreter und mittelosteuropäische Zentrale WTS Klient Ungarn ist, <strong>kam sogar in fünf Kategorien des</strong> European Tax Awards 2020 <strong>unter die Besten</strong>: CEE Tax Firm of the Year, Tax Compliance and Reporting Firm of the Year, Indirect Tax Firm of the Year, Tax Litigation and Disputes Firm of the Year, Transfer Pricing Firm of the Year.</p>
<p>Beim European Tax Awards 2020 kamen von den <strong>europäischen Partnerfirmen </strong>der WTS Global die österreichische Fa. ICON, die WTS Deutschland, die im Baltikum tätige Firma Sorainen und die ukrainische Fa.  WTS Tax Legal Consulting in jeweils zwei Kategorien sowie die holländische Atlas Tax Lawyers, die schwedische Svalner und die englische FTI Consulting in je einer Kategorie auf die Shortliste.</p>
<h5><strong>Online Preisverleihung</strong></h5>
<p>Die Teilnehmer werden von der Jury aufgrund von drei Hauptaspekten – Größe, Innovation und Komplexität – bewertet und pro Land und Tätigkeitsbereich eingestuft. <strong>Die Namen der </strong>nach diesen Gesichtspunkten ausgewählten <strong>Endsieger werden am 21. Mai bekanntgegeben</strong>. Die in diesem Jahr zum 16. Mal veranstaltete feierliche Preisverleihungsgala des European Tax Awards 2020 fällt jedoch wegen der Coronavirus-Epidemie aus; die Preisträger werden von ITR als Veranstalter online bekanntgegeben.</p>

										<content:encoded><![CDATA[<p><strong>Due to amendments of the Austrian Income Tax Act effective from 1 January this year, the monthly wage withholding tax obligation has been extended in Austria. According to the changes, foreign employers with employees resident in Austria are obliged to administer wage withholding tax for those employees even if they do not have a permanent establishment in the country or if the employee works in an Austrian home office for his foreign employer.</strong></p>
<p>Until the end of 2019 foreign companies employing staff in Austria or seconded employees to Austria were only obliged to monthly withhold Austrian wage tax if their business activities in Austria constituted a so-called “wage tax permanent establishment”.  <strong>Wage tax permanent establishment</strong> means a business which is wholly or partly conducted in Austria from an office, factory or other physical presence, or construction activities lasting longer than six months and are carried out in Austria.</p>
<h5><strong>Who is affected by the new wage withholding tax obligation?</strong></h5>
<p>Starting <strong>from 1 January 2020</strong>, this <strong>monthly wage withholding tax obligation has been extended</strong> in Austria. According to the new rules, even a foreign company not constituting a wage permanent establishment in the country, is obliged to monthly wage withholding tax if following conditions are met:</p>
<ul>
<li>the employee is or becomes an <strong>Austrian tax resident</strong> (especially if he/she has a regular residence there) and</li>
<li>the employee <strong>works in Austria</strong> and</li>
<li>the <strong>Austrian taxation right is not restricted</strong> according to the double tax treaty between Austria and the foreign country.</li>
</ul>
<p>Therefore, the new wage withholding tax regulation is applicable, <strong>for example</strong>, in the following cases:</p>
<ul>
<li>employees of foreign companies who are resident in Austria and performing a part of their work from a <strong>home office</strong> in Austria;</li>
<li><strong>sales representatives of foreign companies</strong> who are performing their work at least partly in Austria and have tax residency in Austria;</li>
<li><strong>personal leasing</strong> if the employee is or becomes an Austrian tax resident.</li>
</ul>
<h5><strong>Five steps to avoid fines for non-compliance in Austria</strong></h5>
<p>1. <strong>Identify employees</strong> affected by the changes:</p>
<ul>
<li>employees with a regular residence or habitual abode in Austria</li>
<li>employees working in Austria (i.e. in an Austrian home office)</li>
</ul>
<p>2.<strong> Register the company</strong> at the competent tax office in Graz:</p>
<ul>
<li>For the application, please send the <a href="https://service.bmf.gv.at/service/anwend/formulare/show_mast.asp?Typ=SM&amp;__ClFRM_STICHW_ALL=verf19">form Verf19E</a> per fax or per post to Graz Tax Office.</li>
<li>The following enclosures have to be attached: Copy of the Company Register excerpt, Copy of the CEO’s ID card.</li>
<li>Please add on the form: “only an employee is located in Austria, no revenue and company activity are made in the country”.</li>
</ul>
<p>3. <strong>Implement a monthly Austrian “shadow payroll”</strong> for the employees affected. The “shadow payroll” must be carried out according to Austrian tax regulations. Therefore, in practice you need to assign an Austrian tax advisor/payroll provider/group company with that task and submit to them the monthly payroll data.</p>
<p>4. <strong>Carry out a monthly deduction of wage tax from salary and pay wage tax</strong> to the tax office in Graz. Wage tax must be paid by 15<sup>th</sup> of the following month.</p>
<p>5. <strong>File an annual wage statement</strong> at the tax office. For each employee, a so-called annual wage statement (detailing wage components and tax withheld) must be filed by the end of February of the following year. This is carried out electronically and is usually triggered by the Austrian payroll provider.</p>

										<content:encoded><![CDATA[<p>Das Ungarische Parlament nahm am 3. Dezember 2019 das unter dem Titel „Über die Änderung von Gesetzen zur Realisierung einzelner Steuermaßnahmen des Programms Für ein wettbewerbsfähigeres Ungarn“ eingereichte <a href="https://wtsklient.hu/de/2019/11/15/steueraenderungspaket-vom-herbst-2019/">Steuerpaket vom Herbst</a> und eine Woche später, am 11. Dezember die mit der Sozialversicherung verbundenen neuen Regeln an, so dass die Steueränderungen für 2020 zusammen mit dem am 12. Juli 2019 angenommenen <a href="https://wtsklient.hu/de/2019/06/07/steueraenderungspaket-vom-sommer-2019/">Steuerpaket vom Sommer</a> eigentlich als vollständig angesehen werden können. In dem ersten diesjährigen Newsflash von WTS Klient Ungarn gehen wir die für die Entscheidungsträger der Unternehmen wichtigsten Punkte der Steueränderungen für 2020 durch. Ein Teil der Änderungen trat bereits im letzten Jahr in Kraft, während ein anderer Teil erst später in Kraft treten wird; die Mehrzahl gilt jedoch ab 1. Januar 2020.</p>
<h1>Allgemeine Umsatzsteuer</h1>
<h5><strong>Sofortmaßnahmen zur Rechtsharmonisierung (Quick Fixes)</strong></h5>
<p>Der Rat der Europäischen Union nahm am 4. Dezember 2018 die sog. <strong>Quick Fixes</strong>-Richtlinie zur Umsatzsteuer, deren Ziel es ist, die Umsatzsteuerregeln der einzelnen Länder noch besser abzustimmen und Umsatzsteuerbetrug in Verbindung mit den innergemeinschaftlichen Geschäften zu verhindern. Als deren Implementierung traten in Ungarn ab 1. Januar als Teil der Steueränderungen für 2020 die folgenden Umsatzsteueränderungen in Kraft:</p>
<p><strong>•   Änderung der Regeln zu Konsignationsbeständen<br />
</strong>Die <a href="https://wtsklient.hu/de/2018/09/25/vereinfachungsregelung-fuer-konsignationsbestaende/">früheren Bedingungen</a> der mit den Konsignationsbeständen verbundenen Vereinfachungsregel wurden <strong>verschärft</strong>, sodass <a href="https://wtsklient.hu/de/2019/07/16/regeln-zu-konsignationsbestaenden/">von diesem Jahr an</a> unter anderem:<br />
» der Verkäufer zum Zeitpunkt der Umlagerung der Produkte die Person und die Steuernummer des potentiellen Käufers kennen muss;<br />
» die Tatsache der Umlagerung der Produkte in der Zusammenfassenden Meldung aufgeführt werden muss, wobei sowohl der Weiterverkäufer der Produkte als auch der potentielle Käufer der Produkte über eine detaillierte Aufzeichnung dieser Produkte verfügen muss;<br />
» der Käufer die Produkte innerhalb von 12 Monaten nach der Anlieferung abrufen muss.</p>
<p><strong>•   Änderung der Behandlung von Reihengeschäften<br />
</strong>Bei Reihengeschäften darf der innergemeinschaftliche Transport der Erzeugnisse nur einem Verkauf zugeordnet werden, und die für innergemeinschaftliche Lieferungen gewährte Steuerfreiheit muss sich ausschließlich auf diesen Verkauf beziehen. Im Sinne der Hauptregel ist das ein Produktverkauf an den zwischengeschalteten Wirtschaftsbeteiligten. Was <a href="https://wtsklient.hu/de/2019/07/30/umsatzsteueraenderungen/">sich ab diesem Jahr verändert hat</a> ist, dass <strong>die mittlere Partei entscheiden kann, ob sie sich in der Eigenschaft als Verkäufer am Reihengeschäft beteiligt</strong>, wozu es ausreicht, ihre im Mitgliedstaat laut des Absendungsortes der Erzeugnisse festgelegte Steuernummer anzugeben.</p>
<p><strong>•   Änderung der Bedingungen der innergemeinschaftlichen steuerfreien Lieferung von Gegenständen<br />
</strong>» <a href="https://wtsklient.hu/de/2019/07/30/umsatzsteueraenderungen/">Von diesem Jahr an</a> ist das Vorhandensein der <strong>EU-Steuernummer</strong> nicht mehr nur eine Formsache, sondern auch materiell-rechtliche Voraussetzung für steuerfreie innergemeinschaftliche Lieferungen. Innergemeinschaftliche Lieferungen sind also steuerfrei, wenn der Käufer ein in einem anderen Mitgliedstaat registrierter und zur Steuerzahlung verpflichteter Steuerpflichtiger ist, der über eine im anderen Mitgliedstaat ausgegebene Steuernummer verfügt und diese dem Verkäufer auch mitgeteilt hat.<br />
» Als neue Bedingung wurde aufgenommen, dass der Verkäufer auch die <strong>Zusammenfassende Meldung</strong> entsprechend einreicht. Reicht der Verkäufer seine Zusammenfassende Meldung falsch ein, muss er nachweisen, dass das Versäumnis, der Fehler oder der Mangel trotz seines redlichen Vorgehens eingetreten ist, und er muss der Steuerbehörde die richtigen Daten möglichst bald zur Verfügung stellen.</p>
<p><strong>•   Nachweis für die innergemeinschaftliche Lieferung<br />
</strong>Ab 2020 führte die Europäische Union zum Nachweis der Steuerbefreiung <a href="https://wtsklient.hu/de/2019/12/03/innergemeinschaftliche-lieferung/">einheitliche Nachweisformulare</a> ein.</p>
<h5><strong>Umsatzsteuersatz für Unterkunftsvermietung</strong></h5>
<p>Der Umsatzsteuersatz für Unterkunftsvermietung sank von 18 % auf <strong>5 %.</strong></p>
<h5><strong>Uneinbringliche Forderungen</strong></h5>
<p>Ab 1. Januar 2020 ist eine Senkung der Besteuerungsgrundlage in Ungarn im Rahmen der Selbstrevision bei Bestehen der unter dem Rechtstitel <a href="https://wtsklient.hu/de/2020/01/14/uneinbringliche-forderungen/">Uneinbringliche Forderungen</a> festgelegten Bedingungen möglich.</p>
<h5><strong>Mit Einfuhren verbundene steuerfreie Leistungen</strong></h5>
<p>Als äußerst wichtiges Element der Steueränderungen für 2020 wurde Folgendes ins Umsatzsteuergesetz aufgenommen: nicht nur bei den mit den Ausfuhren, sondern auch bei den mit den Einfuhren unmittelbar verbundenen Leistungen stellt es <strong>eine Voraussetzung für die Anwendung der Befreiung</strong> dar, dass diese direkt der Person gewährt werden, die ein mit Einfuhren verbundenes steuerfreies Geschäft erfüllt.</p>
<h5><strong>Ausfuhren</strong></h5>
<p>Es wurde ermöglicht, dass dem Steuerpflichtigen die Ausfuhr der Erzeugnisse an einen Ort außerhalb des Gemeinschaftsgebiets nicht die Ausgangszollstelle, sondern <strong>die Ausfuhrzollstelle bestätigt</strong>.</p>
<h5><strong>Besondere Steuerrückerstattung</strong></h5>
<p>Von diesem Jahr an kann der Steuerpflichtige <a href="https://wtsklient.hu/de/2019/08/27/sonderrueckerstattung-von-steuern/"><strong>unmittelbar von der Steuerbehörde</strong></a> die Rückerstattung einer betreffenden Summe <strong>fordern</strong>, vorausgesetzt, dass er einerseits nachweist, dass er nach dem Grundsatz der Steuerneutralität zur Rückerstattung berechtigt ist, und andererseits, dass er auf andere Weise keine Möglichkeit zur Rückerstattung hatte bzw. hat. Eine weitere Bedingung ist, dass eine Rückerstattung der Steuer erfolgen kann, wenn diese an den Haushalt gezahlt wurde.</p>
<h5><strong>Online-Datenleistung und Rechnungsstellung</strong></h5>
<p>•   Ab 1. Juli 2020 erstreckt sich die Datenübermittlung über die Rechnungen in Ungarn auf alle für im Inland registrierte Steuerpflichtige ausgestellten Rechnungen über im Inland erfüllte Geschäfte, d. h. <strong>die Regelung erlischt, dass nur über Rechnungen mit einer Mehrwertsteuer über einem bestimmten Schwellenwert Daten geliefert werden müssen</strong>. Infolgedessen müssen auf alle unter die Datenübermittlungspflicht fallenden Rechnungen die ersten acht Ziffern der inländischen Steuernummer der in Ungarn registrierten Partner als Steuerpflichtige aufgeführt werden.</p>
<p>•   Eine <strong>Übergangsregel</strong> anordnet, bei welchen Rechnungen noch die Regeln bezüglich der <a href="https://wtsklient.hu/de/2018/07/17/online-rechnungsdatenubermittlung/">alten Datenübermittlung</a> (Datenübermittlung bei Rechnungen mit einer Mehrwertsteuer von 100.000 HUF – ca. 300 EUR – oder mehr) angewendet werden müssen.</p>
<p>•   Ab 1. Juli 2020 wird auch<strong> die Pflicht zur Rechnungsstellung auf einzelne steuerfreie Geschäfte ausgeweitet</strong>. Zu dem von der Pflicht zur Rechnungsstellung betroffenen Kreis gehört neben mehreren anderen Dienstleistungen auch die sonstige Schulung oder beispielsweise die private medizinische und zahnärztliche Versorgung bzw. der Verkauf von Immobilien. Die für die Ausstellung der Rechnung zur Verfügung stehende Frist wird von 15 Tagen auf 8 Tage senken.</p>
<p>•   Ab 1. Januar 2021 <strong>erstreckt sich </strong>die Datenübermittlungspflicht auch <strong>auf die nicht steuerpflichtigen Personen ausgestellten Rechnungen</strong> wie auch <strong>auf die Steuerpflichtigen über innergemeinschaftliche steuerfreie Lieferungen von Gegenständen ausgestellten Rechnungen</strong>. Gleichzeitig müssen keine Daten über die Rechnungen geliefert werden, die den nicht steuerpflichtigen Personen über die in einem anderen Mitgliedstaat erfüllten Geschäfte ausgestellt wurden und für die der Steuerpflichtige seiner Steuerzahlungspflicht in einem System mit einer einzigen Anlaufstelle nachkommt. Die Datenübermittlung über die nicht steuerpflichtigen natürlichen Personen ausgestellten Rechnungen umfasst nicht den Namen und die Anschrift des Käufers bzw. Dienstleistungsempfängers.</p>
<h1>Einkommensteuer</h1>
<p>Ab 1. Januar 2020 bekommen die Mütter, die wenigstens vier Kinder geboren oder adoptiert haben und diese im eigenen Haushalt erziehen oder erzogen haben, eine lebenslange Einkommensteuerfreiheit hinsichtlich ihrer mit Arbeit erworbenen Einkommen.</p>
<h1>Körperschaftsteuer</h1>
<h5><strong>Änderung der Wertgrenze für Widmungen</strong></h5>
<p>Mit Wirkung vom 24. Juli 2019 <strong>wurde die Pflicht zur Ergänzung </strong>der Vorauszahlung auf die Körperschaftsteuer <strong>abgeschafft</strong>, und im Zusammenhang damit ist die <strong>Wertgrenze für Widmungen</strong> von den monatlichen bzw. vierteljährlichen Steuervorauszahlungen von 50 % auf <strong>80 %</strong> der Summe der Steuervorauszahlungen <a href="https://wtsklient.hu/de/2019/11/19/pflicht-zur-ergaenzung-der-vorauszahlung-auf-die-koerperschaftsteuer/">angestiegen</a>.</p>
<h5><strong>Präzisierung der</strong> <strong>Vorschriften der Steuerveranlagung als Organschaft</strong></h5>
<p>Ab 1. Januar 2020 kann eine Person, die ihre Tätigkeit <strong>innerhalb des Jahres beginnt</strong>, beantragen, dass sie ihre Körperschaftsteuerveranlagung als Mitglied der körperschaftsteuerpflichtigen Organschaft begonnen hat. Des Weiteren hat sich die <strong>Zinsabzugsbeschränkung</strong> der Mitglieder der Organschaft bei der Körperschaftsteuerpflicht geändert bzw. machte der Gesetzgeber eindeutig, dass sich auf <strong>die verbundenen Geschäfte</strong> der Organschaftsmitglieder <strong>außerhalb der Organschaft</strong> die Transferpreisregeln beziehen. Die auf die <strong>gleiche Buchhaltungswährung</strong> der Organschaftsmitglieder bezogene Bedingung wurde gelöscht.</p>
<h5><strong>Transferpreisbildung</strong></h5>
<p>Die Transferpreisregeln bei Sacheinlagen sind nicht nur hinsichtlich der bereits über einen Mehrheitseinfluss verfügenden Gesellschafter anzuwenden, sondern auch auf einen Gesellschafter (Aktionär), der <strong>durch eine Sacheinlage zu einem Gesellschafter </strong>(Aktionär) mit Mehrheitseinfluss wird.</p>
<h1>Internationale Besteuerung</h1>
<h5><strong>Besteuerung der Kapitalentnahmen</strong></h5>
<p>Die Bestimmungen in Verbindung mit der <strong>Besteuerung der Kapitalentnahmen</strong> (exit taxes) wurden ergänzt und Bestimmungen zur Steuervermeidung wegen Unterschieden aus einer abweichenden rechtlichen Bewertung desselben Sachverhalts (Hybride Strukturen) eingeführt.</p>
<h5><strong>Meldepflicht über grenzüberschreitende Gestaltungen</strong></h5>
<p>Durch die <a href="https://wtsklient.hu/de/2019/11/05/dac6/">Implementierung der DAC 6-Richtlinie</a> wird in Ungarn ab 1. Juli 2020 eine neue Meldepflicht für grenzüberschreitende Steuerstrukturen in Kraft treten. Die Datenleistungspflicht bezieht sich nicht auf die Umsatzsteuer, die Verbrauchsteuer und die Beiträge. Wird die Datenleistungspflicht versäumt bzw. verspätet, fehlerhaft, inhaltlich falsch oder unvollständig erfüllt, kann eine <strong>Versäumnisstrafe</strong> bis zu 500.000 HUF (ca. 1.560 EUR) verhängt werden. Die Höhe der Strafe kann sich bis 5 Millionen HUF (ca. 15.600 EUR) erstrecken, wenn die Pflicht innerhalb der Frist der Aufforderung der ungarischen Steuerbehörde zur Erfüllung der Datenleistung nicht oder nicht rechtmäßig erfüllt wird. Der Termin für die <strong>erste Datenleistung ist der 31. August 2020</strong> (für den Zeitraum zwischen 25. Juni 2018 und 1. Juli 2020).</p>
<h1>Sozialversicherungsbeiträge</h1>
<p>•   Eines der günstigsten Elemente der Steueränderungen für 2020 ist, dass ab 1. Juli 2020 <strong>die Rentenbeiträge, die Krankenversicherungsbeiträge für Geld- und Naturalleistungen sowie die Arbeitsmarktbeiträge in die Sozialversicherungsbeiträge von 18,5 % zusammengeführt werden</strong>, womit die Administration bedeutend vermindert wird. Diese werden von den versicherten Personen für alle ihre Einkünfte gezahlt, die die in Rechtsverhältnissen mit Versicherungspflicht entstehende Beitragsbemessungsgrundlage bilden, und sie enthalten die früheren Einzelbeiträge.</p>
<p><strong>•   Bei einzelnen Kategorien</strong> von Versicherten wird die Zahlung von Sozialversicherungsbeiträgen als <strong>neue Pflicht</strong> vorgeschrieben, beispielsweise bei sonstigen Rechtsverhältnissen zur Arbeitsverrichtung, was auch eine Versorgungsberechtigung zur Folge hat.</p>
<p>•   Die Erwerbstätigkeit der <a href="https://wtsklient.hu/de/2019/01/22/rentner-aus-eigener-versicherung/">eine Rentenversorgung aus eigener Versicherung</a> beziehenden Personen wird von der Versicherung und der Beitragszahlung befreit.</p>
<p>•   Auch die Definition des die Beitragsbemessungsgrundlage bildenden Einkommens ändert sich. Wenn der neuen Regel zufolge aufgrund eines internationalen Vertrags das Besteuerungsrecht Ungarn nicht besteht, wird der Grundlohn, doch wenigstens der für den Monat Juli des Jahres vor dem Berichtsjahr vom Zentralamt für Statistik für Personen in Vollzeitanstellung veröffentlichte Bruttodurchschnittsverdienst auf volkswirtschaftlicher Ebene als das die Beitragsbemessungsgrundlage bildende Einkommen angesehen.</p>
<h1>Sozialbeitragsteuer</h1>
<p>Die Sozialbeitragsteuer sank ab 1. Juli 2019 von 19,5 % auf <strong>17,5 %</strong>.</p>
<h1>Beiträge für Gesundheitsdienstleistungen</h1>
<p>Die Höhe der Beiträge änderte sich ab 1. Januar 2020 von 7.500 HUF (23 EUR) im Monat (250 HUF – 0,77 EUR – am Tag) auf 7.710 HUF (24 EUR) im Monat (257 HUF – 0,80 EUR – am Tag).</p>
<h1>Gewerbesteuer</h1>
<p>Ab 1. Januar 2020 ist eine Einreichung der <strong>Erklärung über die ungarischen Steuerbehörde</strong> nur in dem Fall möglich, wenn die vom Steuerzahler eingereichte Erklärung richtig ist, d. h., wenn der Steuerzahler die vom System der Erklärungsausfüllung automatisch angezeigten eventuellen Fehler korrigiert. Bei der Gewerbesteuer bleibt die Auffüllungspflicht auch weiterhin bestehen.</p>
<h1>Innovationsabgabe</h1>
<p>Ähnlich wie bei der Vorauszahlung auf die Körperschaftsteuer <strong>wurde die Auffüllungspflicht</strong> auch hinsichtlich der Innovationsabgabe <strong>abgeschafft</strong>.</p>
<h1>Werbesteuer</h1>
<p>Auch weiterhin bleibt die ebenfalls bereits im letzten Jahr in Kraft getretene Änderung gültig, wonach die Höhe der Werbesteuer <strong>vorübergehend</strong> auf <strong>0 %</strong> sank.</p>
<h1>Rechnungslegung</h1>
<p>Die Abrechnung der Umsätze und die Abrechnung der verbundenen Kosten und Aufwendungen wurden der tatsächlichen Erfüllung entsprechend, unabhängig von der Rechnungsstellung bzw. dessen Art mit der <strong>Anwendung der Rechnungsabgrenzung</strong> in Einklang gebracht.</p>
<h1>Vereinfachte Unternehmersteuer (EVA)</h1>
<p>Die Steuerzahlung laut vereinfachter Unternehmersteuer ist am 1. Januar 2020 <strong>erloschen</strong>.</p>
<h1>Steuer für Kleinunternehmen (KIVA)</h1>
<p>Die Steuer für Kleinunternehmen (KIVA) bzw. die Höhe der Steuervorauszahlung sank ab 1. Januar 2020 von 13 % auf <strong>12 %</strong>.</p>
<h1>Vereinfachter Beitrag zu den öffentlichen Lasten (EKHO)</h1>
<p>Den <strong>Arbeitnehmern von internationalen Sportorganisationen</strong> wurde ab 1. Januar 2020 ermöglicht, den vereinfachten Beitrag zu den öffentlichen Lasten (EKHO) zu wählen. Außerdem wurden die im Rahmen der Sportdiplomatie gewährten Zuwendungen steuerfrei.</p>

										<content:encoded><![CDATA[<p>On 23 October 2019 the country’s National Assembly adopted the Slovenian tax package for 2020. As we wrote in an <a href="https://wtsklient.hu/de/2019/03/14/tax-reform-in-slovenia/">earlier article</a>, the changes were mainly aimed at <strong>reducing the tax burden on labour</strong>, however, the rate of corporate income tax and capital tax will not increase in all points, as proposed by the Ministry of Finance at the end of February 2019. Below we highlight the main changes to the new Slovenian tax package 2020.</p>
<p>The Slovenian tax package adopted in October 2019 includes amendments to the Personal Income Tax Act (ZDoh-2V), the Corporate Income Tax Act (ZDDPO-2R), the Act on Tax on Profit from the Disposal of Financial Derivatives (ZDDOIFI-A) and the Tax Procedure Act (ZDavP-2M). The amended and new provisions <strong>will apply from 1 January 2020</strong>, with the exception of the provisions on the depreciation of assets from operating leases, which have been in force since 1 January 2019.</p>
<h5><strong>Taxation of companies according to new Slovenian tax package</strong></h5>
<p>Although Slovenia had proposed to increase the general<strong> corporate tax rate </strong>(DDPO) from 19% to 20% in February, according to the adopted Slovenian tax package this tax rate will <strong>remain at 19%</strong>, as in 2019, and will not change in 2020.</p>
<p>While the rate remains unchanged, <strong>all companies in Slovenia will have to pay corporate income tax </strong>from 2020. If a legal entity generates taxable income, any tax exemptions and tax losses from previous tax periods can be used up to a maximum of 63% of the taxable base. This means that companies generating profits for tax purposes and who previously reduced their tax base to zero due to high research and development (R&amp;D) investments, investments in fixed and intangible assets, for employing certain categories of worker (disabled people), as well as for investing in voluntary supplementary pension insurance and for donations, will from now on always have to pay corporate income tax.</p>
<p>The tax allowances for R&amp;D and equipment, as well as in fixed and tangible assets may be carried forward for a limited period of five tax years, while other allowances reduce the tax base only in the year they originated, which further <strong>limits the actual application of tax allowances</strong>. The same provisions also apply to sole entrepreneurs who determine income tax on the basis of actual expenses.<strong><em> </em></strong></p>
<p><strong><em>Example:<br />
</em></strong><em>A company generates a profit before corporate tax of EUR 1,000,000 and has invested EUR 1,500,000 in R&amp;D in 2020. In 2020 the company can only consider a tax exemption for the R&amp;D investment amounting to EUR 630,000, and then the difference over the next five years.</em><em> </em></p>
<p><em>Corporate income tax base: EUR 1 Mio x (1 &#8211; 0.63) = EUR 370,000<br />
</em><em>Corporate income tax calculation: EUR 370,000 x 19% = EUR 70,300</em><em> </em></p>
<p><em>Irrespective of the high level of investment or previous tax losses, the company will have to pay corporate income tax of EUR 70,300, which represents 7.03% of the profit.</em><em> </em></p>
<p>The changes to<strong> depreciation of assets in operating leases </strong>are the most important amendments that<strong> apply retroactively</strong>, i.e. from 1 January 2019. This means that by incorporating the operating lease into fixed and intangible assets in accordance with international and also Slovenian accounting standards, the legislator set the depreciation at the highest annual rate possible, which corresponds to the actual depreciation period of the asset, i.e. the asset’s useful life in operating leases. This provision already applies to the preparation of the corporate income tax self-assessment for 2019 and the determination of income tax for sole entrepreneurs for 2019.</p>
<h5><strong>Taxation of capital owners</strong><strong> </strong></h5>
<p>In 2019, taxpayers still have to pay <strong>25% of the final tax on investment income </strong>(interest, dividends, capital gains and gains on the sale of derivative financial instruments). From 2020, <strong>capital gains</strong> will be taxed at the rate of <strong>27.5%.</strong></p>
<p>For <strong>capital gains</strong> realised in 2019, we present the comparable tax rates that will apply from 2020:</p>

<p>To close the legal discrepancy and avoid abuse, income of a shareholder from the <strong>sale of shares to the company </strong>(<strong>purchase of own shares)</strong> or company shares from non-regulated market are<strong> taxed as a dividend</strong> at the total amount paid.For income from <strong>real estate leasing</strong>, taxpayers can take into account <strong>standardised costs of 15% </strong>(only 10% in 2019), but the income tax rate for income from real estate leasing increases to 27.5% as well (in 2019 the tax rate is 25%).<strong> </strong></p>
<p>The transferor may inform the taxpayer in writing about the acquisition value of the shares or units sold prior to the tax settlement.<strong> </strong></p>
<h5><strong>Taxation of employees</strong></h5>
<p>From 4 May 2019 the annual holiday payment is<strong> completely exempt from social security contributions as well as income tax</strong>. This means that the employer&#8217;s costs are equal to the employee&#8217;s net payment, which corresponds to the average gross salary in Slovenia, amounting to EUR 1,726 in August 2019.<strong><em> </em></strong></p>
<p><strong><em>Example:<br />
</em></strong><em>A company pays out the holiday payment at a gross amount of EUR 1,700. It actually has personnel costs of EUR 1,700 and the employee receives a net amount of EUR 1,700 to his or her bank account.</em><em> </em></p>
<p>The Slovenian tax package for 2020 is also intended to change the income tax categories in terms of reducing income from employment of the middle tax brackets.</p>
<p>From 2020 the following income tax categories apply:</p>

<p>Also, the <strong>common tax allowance will increase</strong> and from 2020 should be the following:</p>
<p><a href="https://wtsklient.hu/wp-content/uploads/2026/05/tablazat-3.jpg"><img decoding="async" class="aligncenter wp-image-34376" src="https://wtsklient.hu/wp-content/uploads/2026/05/tablazat-3.jpg" alt="" width="550" height="213" /></a></p>
<p>This means that the common tax allowance for all taxpayers will rise at least from the current EUR 3,302 to <strong>EUR 3,500.</strong></p>
<p>To apply and recognise a <strong>special allowance for supported family members</strong> (adult and unemployed children, parents or adoptive parents), the significant change is that such a person must have the <strong>same permanent residence</strong> as the taxpayer who declares that family member as a supported family member. This does not apply to children under 18 years.</p>
<p>To promote the purchase and use of electric vehicles, the Slovenian tax package reduces the benefit in kind when purchasing company vehicles used by employees for private purposes. <strong>The monthly benefit in kind for the private use of a small electric vehicle will only amount to 0.3% of the purchase price</strong> of the vehicle, if the purchase cost of the vehicle including VAT does not exceed EUR 60,000. The benefit in kind for private use of company vehicles for conventional petrol and diesel vehicles, as well as for larger electric vehicles (only for a surplus over EUR 60,000), remains at 1.5% of the initial cost in the first year.</p>
<p>According to the new Slovenian tax package the taxation of part of the salary for<strong> business success (so-called 14<sup>th</sup> salary or Christmas bonus)</strong> currently remains unchanged for the coming years. The 14<sup>th</sup> salary can be paid <strong>without income tax</strong>, and only bears the obligatory social security contribution deduction of 38.2%. In 2019, the tax-exempt part of the Christmas bonus can be paid out up to approximately <strong>EUR 1,700.</strong></p>

										<content:encoded><![CDATA[<p><strong>In autumn 2019 the Austrian Parliament adopted a package of tax reforms, the so-called Austrian Tax Reform 2020, including the introduction of digital tax and the implementation of DAC6 among others. </strong></p>
<p>The then ruling parties had agreed on an Austrian tax reform and published draft bills already in April 2019, but after the so-called “Ibiza affair” the future of the bill became quite unsure. Nevertheless, as we have written in an <a href="https://wtsklient.hu/2019/08/06/austrian-digital-tax/">earlier article</a>, in July the parliamentary groups voted for the implementation and on 19 September the lower house and on 10 October, the upper house of the country’s Parliament approved the Austrian Tax Reform 2020.</p>
<h5><strong>The most important changes of the Austrian Tax Reform 2020</strong></h5>
<p>According to the accepted changes of the Austrian Tax Reform from 2020 onwards, the <strong>threshold of low value fixed assets</strong> will be raised from EUR 400 to EUR 800. Such assets can be depreciated entirely in the year of acquisition.</p>
<p>A <strong>lump sum taxation for small businesses</strong> with a yearly turnover of up to EUR 35,000, will be introduced, also starting 2020. The expenses of such businesses will be calculated at a rate of 45% of total earnings. In case of service businesses, the expenses will be 20%.</p>
<p>Starting 2020, taxpayers with small income can apply for a <strong>refund of social security contributions</strong>.</p>
<p><strong>Changes for foreign tax residents and employers</strong></p>
<p><strong>Foreign tax residents</strong>, subject to limited tax liability in Austria, will be <strong>obliged to file an Austrian tax return</strong> if</p>
<ul>
<li>additionally to their employment income, they earn other Austrian income of more than EUR 730, or</li>
<li>they have had two or more sources of income, subject to Austrian wage tax, at least partly simultaneously in the respective calendar year.</li>
</ul>
<p><strong>Foreign employers</strong> will be obliged to establish an <strong>Austrian payroll </strong>and deduct Austrian payroll tax in the following cases:</p>
<ul>
<li>where an Austrian permanent establishment for payroll purposes of the employer exists (one-month-term), or</li>
<li><strong>starting from 1 January 2020</strong> where no such permanent establishment exists, but the foreign employer <strong>employs employees subject to unlimited tax liability</strong> in Austria. This is the case if the employee either has a domicile or his habitual abode (generally a presence of more than 183 days) in Austria.</li>
</ul>
<h5><strong>Implementation of EU Directives and rules</strong></h5>
<p>The Austrian Tax Reform 2020 implements the <strong>anti-hybrid provisions</strong> of the <a href="https://eur-lex.europa.eu/legal-content/GA/TXT/?uri=CELEX:32017L0952">EU Anti-Tax Avoidance Directive 2 (ATAD 2)</a> in the Corporate Tax Act, applicable 2020 as well.</p>
<p>It also includes the adaptation of the existing <strong>interest limitation rule. </strong>Under the current law in place, interest and royalty payments are not deductible if they are paid to related parties and are subject to low or zero taxation at the level of the recipient. The Austrian Tax Reform clarifies, that the deduction will not be denied, where a CFC regulation applies to the payments in question in Austria or another country, effectively eliminating the non-/low taxation. Generally, Austria would have had to implement the ATAD interest limitation rules until 31 December 2018. Contrary to the European Commission – see <a href="https://eur-lex.europa.eu/legal-content/en/TXT/PDF/?uri=OJ:JOC_2018_441_R_0001&amp;from=DE">commission notice of 7 December 2018</a> – the Austrian Ministry of Finance (MoF) was of the opinion, that the current law in place does qualify for the so-called “grandfathering” of the ATAD, i.e. the ATAD interest limitation rules would not have to be implemented before 2024 in Austria. Therefore, the tax reform still does not include an ATAD transposition. Nevertheless, on 25 July the European commission <a href="https://ec.europa.eu/commission/presscorner/detail/en/inf_19_4251">decided to send a letter</a><u> of formal notice</u> to Austria, requesting Austria to implement ATAD interest limitation rules and started an infringement procedure against Austria. It is currently unclear, how the MoF will react on this measure.</p>
<p>The Austrian Tax Reform implements also the <a href="https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX%3A32018L0822">DAC6</a> Directive regarding mandatory automatic exchange of information in the field of taxation in relation to reportable cross-border arrangements in the EU-Meldepflichtgesetz.</p>
<h5><strong>Digital Tax Act 2020 and other digital issues</strong></h5>
<p>As we <a href="https://wtsklient.hu/2019/08/06/austrian-digital-tax/">wrote before</a>, starting in 2020 online advertising will be taxed at a rate of 5%, where the advertising company has a global turnover of more than EUR 750 million and an Austrian online advertising revenue of at least EUR 25 million. This is an extension of the already existing advertising tax, that until now did not include <strong>online advertising</strong>.</p>
<p>A detailed documentation obligation will be introduced in the VAT Act for <strong>online-mail order dealers </strong>and a liability for <strong>online-mail order dealers and brokerage platforms</strong> for breaches of the duty of care of any of the entrepreneurs involved will be also introduced.</p>
<p>The VAT tax rate for electronic publications will be lowered to 10% starting 2020.</p>
<h5><strong>Other changes</strong></h5>
<p>Other changes of the Austrian Tax Reform 2020 include:</p>
<ul>
<li>Rise of the threshold for the small business exemption in the VAT Act from EUR 30,000 to EUR 35,000</li>
<li>Harmonisation of the treatment of consignment warehouses</li>
<li>Organizational reform of the tax administration.</li>
<li>Amendments to various other tax laws such as the insurance tax act, automobile tax, tobacco tax and others.</li>
</ul>

										<content:encoded><![CDATA[<p>Similarly to existing regulations in the Act on Value Added Tax, “<strong>bad debt relief</strong>” is also to be introduced to the Corporate Income Tax Act and the Personal Income Tax Act in Poland, starting from 1 January 2020.</p>
<h5><strong>How will bad debt relief work for income tax?</strong></h5>
<p>The introduction of bad debt relief for (both corporate and personal) income tax purposes is the main change enabled by the <strong>Act amending various laws in order to limit payment backlogs</strong>. The Act of 19 July 2019 was signed by the Polish President on 6 August 2019 and will <strong>take effect on 1 January 2020</strong>. The main goal of the Act is to improve the legal environment in which the parties to commercial transactions operate in order to limit payment backlogs. It modifies several legal acts, including the Polish Payment Dates Act, the Corporate Income Tax Act and the Personal Income Tax Act.</p>
<p>Bad debt relief will work as follows:</p>
<ul>
<li><strong>creditors</strong> will be entitled to decrease their taxable base or increase their tax loss with any monetary debt due to them which has been recognised as taxable income but has not been settled or assigned; while</li>
<li><strong>debtors</strong> will be required to increase their taxable base or decrease their tax loss with any monetary debt they owe which has not been settled or assigned.</li>
</ul>
<p><strong>Adjustments for unsettled debts</strong> will be made in the tax return for the tax year in which a period of 90 days has expired, starting from the due date specified in the invoice (bill) or contract. These adjustments will affect the taxable base for the calculation of advance tax payments due for the accounting period in which the 90-day period expired.</p>
<h5><strong>Further requirements</strong></h5>
<p>The legislation will also amend the Payment Dates (Commercial Transactions) Act. Where the debtor liable to pay for goods or services is a large enterprise, and the creditor is a microenterprise, small enterprise or medium-sized enterprise<strong>, the payment term specified in the contract cannot be longer than 60 days from delivery of the invoice </strong>(bill) to the debtor. Also, if an agreed payment term breaches that provision, any applicable bad debt relief will operate on the presumption that the <strong>payment term is 60 days</strong>.</p>
<p>There will also be further requirements for the application of bad debt relief:</p>
<ul>
<li>As at the last day of the month preceding the tax filing, the <strong>debtor is</strong> <strong>subject to restructuring or bankruptcy proceedings or is in liquidation</strong>.</li>
<li>As regards the invoice (bill) or contract giving rise to the debt, it has been <strong>less than two years since the end of the calendar year in which the invoice </strong>(bill)<strong> was issued or the contract made</strong> or, if the invoice (bill) was not issued in the same calendar year as the contract, then it has been less than two years since the date of the invoice (bill) or the date of the contract, whichever is later.</li>
<li>The commercial <strong>transaction was executed in the course of the creditor&#8217;s</strong> business <strong>and debtor&#8217;s business</strong>, while income from those businesses is subject to income tax in Poland.</li>
</ul>
<p>If, after bad debt relief is used,</p>
<ul>
<li>the debt due to the creditor is settled (or assigned), the creditor will have to make a <strong>reverse adjustment</strong> referring to the period in which the debt was settled (assigned);</li>
<li>the debt due from the debtor is settled, the debtor will be entitled to make a reverse adjustment referring to the period in which the debt was settled.</li>
</ul>
<p>The above regulations will<strong> not apply to commercial transactions between related parties</strong>.</p>
<p><strong>Do not forget!<br />
</strong>In relation to transactions worth more than PLN 15,000 (roughly EUR 3,500) where payments are made by taxpayers by bank transfer to VAT taxable persons, as of 1 January 2020 such taxpayers will no longer be entitled to recognise these expenses as deductible for income tax purposes if the payment was made to a bank account that does not feature as a designated bank account in the Database of Taxable Persons as at the date on which the instruction for the bank transfer is given.</p>

										<content:encoded><![CDATA[<p>Für Käufer von neuen Wohnungen und Einfamilienhäusern ist das aktuelle Rechtsumfeld in Ungarn ziemlich günstig: bis Ende 2019 wird für solche schlüsselfertige Immobilien ein <a href="https://wtsklient.hu/de/2015/12/21/5-umsatzsteuer-auf-den-verkauf-von-neuen-wohnimmobilien/" target="_blank" rel="noopener noreferrer">Mehrwertsteuersatz von 5%</a> erhoben. Was können Entwickler tun, was sollte in den aktuellen Bauprojekten beachtet werden und welche Lösungsmöglichkeiten gibt es, wenn bereits ersichtlich ist, dass für nicht alle laufenden Projekte <a href="https://wtsklient.hu/de/2018/01/30/umsatzsteuer-neue-wohnungen/" target="_blank" rel="noopener noreferrer">der Fertigstellungstermin vor 2020</a> eingehalten werden kann? Wie kann die Erhöhung der Anzahlung hierbei helfen?<strong> </strong></p>
<h5><strong>Gesetzesänderung ab 2020</strong></h5>
<p>Sowohl Hauskäufer als auch Entwickler wissen, dass es noch knapp anderthalb Jahre sind, bis diejenigen, die den Kauf einer neuen Wohnung planen, ab 2020 mit einer Mehrwertsteuerpflicht in Höhe von 27% statt der bisherigen 5% zu rechnen haben. Das größte Problem seitens der <a href="https://wtsklient.hu/de/2018/03/06/immobilienentwicklung/" target="_blank" rel="noopener noreferrer">Immobilienentwickler</a> bereiten die folgenden Fragen:</p>
<ul>
<li>Wie können bis zu diesem Termin möglichst viele Wohnungen verkauft werden?</li>
<li>Was sollte mit den nicht fertiggestellten Bauobjekten geschehen?</li>
<li>Wie können Immobilien, die im Jahr 2020 bezugsfertig werden, attraktiver gemacht werden?</li>
</ul>
<p>Wichtig zu wissen ist hierbei, dass die Änderung auch die bereits fertiggestellten Immobilien betrifft, sofern <strong>die bestimmungsgemäße Nutzung noch nicht begonnen hat</strong> bzw. auch für die Wohnungen gilt, die bereits genutzt werden, aber <strong>innerhalb von zwei Jahren </strong>nach Beginn der Nutzung <strong>nicht veräußert wurden</strong>.</p>
<p>Im Falle von Kaufverträgen, die im Rahmen einer für den Erwerber günstigen <strong>Bruttovereinbarung</strong> abgeschlossen werden, gibt es augenscheinlich keine Probleme. In diesen Fällen wird im Vertrag auf die im Kaufpreis enthaltene Mehrwertsteuer nur hingewiesen und deren Änderung hat aber keine Auswirkung auf die Höhe des Kaufpreises. Diese Lösung stellt jedoch für Immobilienentwickler in solchen Fällen ein hohes Risiko dar, bei denen bereits offensichtlich ist, dass sich die Übergabe der Immobilie auf den mit dem höheren Mehrwertsteuersatz verbundenen Zeitraum nach 2019 hinauszögern wird.<strong> </strong></p>
<h5><strong>Erfüllungstag und Anzahlung</strong></h5>
<p>Aus Sicht der Mehrwertsteuer in Ungarn bestimmt das Erfüllungsdatum den Mehrwertsteuersatz, das auf der zu erstellenden Rechnung anzuwenden ist. Die Schwierigkeit besteht hierbei darin, dass die <strong>Bestimmung des Erfüllungsdatums </strong>bei Veräußerung von Immobilien eine <strong>komplexe Frage</strong> darstellt, die davon abhängt, worauf sich die Parteien im Vertrag geeinigt haben (besteht die Möglichkeit der Teilleistung, der Anzahlung, welche die Parteien als sachverhaltsmäßige Erfüllung des Kontrakts anerkennen usw.). Bei einer Übergabe nach 2019 ergibt sich somit die Frage, ob es eine mögliche Lösung darstellen kann, dass der Käufer den größtmöglichen Teil des vereinbarten Kaufpreises mit dem niedrigeren Mehrwertsteuersatz schon lange vor Nutzungsbeginn begleicht. Der vor dem Erfüllungstag an den Entwickler entrichtete Betrag gilt aus Sicht der Mehrwertsteuer als eine Anzahlung, mit einem gesonderten steuerrechtlichen Erfüllungstag. Über die Beträge, die vor 2020 beglichen wurden, muss der Entwickler in der Rechnung eine Mehrwertsteuer in Höhe von 5% ausweisen. Die bezahlte Anzahlung ist ein Bruttobetrag, der die gültige Mehrwertsteuer in Ungarn zum Zeitpunkt der Bezahlung bereits enthält.<strong> </strong></p>
<h5><strong>Lösung: sogar eine 100%ige Anzahlung?</strong></h5>
<p>Gemäß einer schon seit mehreren Jahren bekannten Stellungnahme bezüglich der Steuern (deren Inhalt kürzlich vom Finanzministerium bekräftigt wurde) <strong>entsteht</strong> am Fälligkeitstag, mit dem zivilrechtlichen Erfüllungstag <strong>keine weitere Mehrwertsteuerpflicht</strong>, <strong>wenn der volle Gegenwert als Anzahlung bezahlt wird</strong>. All dies kann in unserem Fall bedeuten, dass, wenn der Immobilienentwickler die volle Gegenleistung für die Transaktion vor der Erfüllung als Anzahlung erhält, die Mehrwertsteuer auf den gesamten Kaufpreis mit dem Steuersatz berechnet wird, der für den Zeitraum des Gutschriftsdatums gilt, also mit dem vor dem Jahr 2020 gültigen Mehrwertsteuersatz von 5%. Dieses Verfahren funktioniert selbstverständlich mit einer Anzahlung in x-beliebiger Höhe und nur der verbleibende Teil des Netto-Kaufpreises wird einem Mehrwertsteuersatz von 27% (bei Netto Vereinbarung) unterliegen. Bei vollständiger Entrichtung des Kaufpreises bleibt es also kein Teil des Kaufpreises übrig, für den die 27%ige Mehrwertsteuer zu zahlen wäre, sodass wir den Effekt der Mehrwertsteueränderung bereits beseitigt haben.<strong> </strong></p>
<h5><strong>Praktische Fragen</strong></h5>
<p>Als Immobilienentwickler kann also durch das obige Verfahren der Anreiz beim Kauf von Projekten, bei denen die Fertigstellung bis Ende 2019 nicht garantiert werden kann, etwas attraktiver gestaltet werden. Hierbei ist aber darauf zu achten, ob potenzielle Käufer bereit und in der Lage sind, eine so hohe Anzahlung zu leisten, wenn die ausgewählte Immobilie vielleicht nur auf dem Planungstisch existiert. Hierbei wird offensichtlich: je näher die Fertigstellung des Projekts zum Dezember 2019 liegt, desto leichter fällt es für alle geschäftlichen Akteure, die volle „Vorfinanzierung“ in Erwägung zu ziehen, einschließlich einer möglichen Bankfinanzierung.</p>
<p>Die neulich veröffentlichte Stellungnahme des Finanzministeriums hat noch eine praktische Frage geklärt: Was passiert, <strong>wenn die von der Bank erhaltene Anzahlung auf einem Treuhandkonto eingezahlt wird</strong>.
