EKAER (the Electronic Public Road Customs Transit Control System) went live on 1 March 2015 in Hungary, and from this date the majority of public road transportation requires an EKAER number; transporting without an EKAER number can be fined with a penalty of up to 40% of the value of the transported goods. As a result of the hefty penalty rate, practically every taxpayer tries to meet these requirements to the greatest extent possible. Nonetheless, it often happens with international companies that the administration systems they use abroad are not designed to fully meet the registration and data reporting obligations of the Hungarian EKAER system.
